Overview

This course discusses the need for law enforcement leaders to have the ability to make sound ethical decisions even when faced with potentially volatile, uncertain, complex and ambiguous situations (VUCA).  Making the wrong decisions under these circumstances can often spell disaster for a law enforcement agency and the community.  This module introduces students to counter VUCA decision making tactics and techniques.

Upon successful completion of this course students should be able to:

  • Understand factors that affect Adaptive Decision Making.

Instructor: Captain Kevan Dugan retired after twenty-eight years with the Pennsylvania State Police where he served in various assignments. He was a member of the department’s Special Emergency Response Team (SERT) from 1992 until 2005, having served as a team member, team leader and coordinator for the Western SERT Team. After serving two years as a Troop Commander, he returned to the team in 2007 as the Director of the Tactical Operations Division, commanding the East and West SERT units, K9, and the Hazardous Device and Explosives Unit, until his retirement. He is currently an NTOA Board Member – Western Region, and previously served as the Section Chair of the Commander’s Section. He is an NTOA instructor, having taught throughout the US and in South America, and for various state tactical officers associations. He is a graduate of the 213th session of the FBI National Academy and from the Force Science Research Center, Use of Force Analyst training.
